CINTAX is
a web-based tax return preparation system designed exclusively
for foreign
students, scholars, teachers, researchers, trainees, and their
dependents who are nonresident aliens to aid in preparing
U.S. federal income tax Forms 1040NR and 1040NR-EZ. For the foreign
visitor to the U.S., CINTAX is designed to take the
time and confusion out of filing a U.S. tax return - it takes
only about 20 minutes to complete and print a tax return!
CINTAX Licenses may be purchased by an institution for use by
its foreign nationals (Group Use License) or by a foreign national
individual (Individual Use License).

Foreign nationals don't have to understand the U.S. tax system, they
simply need to answer a few questions about their time spent in the
U.S. and any payments they've received - that's all - CINTAX does
the rest by deciding which tax return to file and putting the right
information on the right line.

What
does CINTAX do?
CINTAX is the only
tax return preparation system of its kind! CINTAX:
- Calculates the substantial presence test to determine the foreign
national's U.S. residency status
- Checks each type of payment against any applicable tax treaty
to ensure that the individual takes advantage of any tax treaty
benefits
- Checks to see if the individual is eligible for "away-from-home" expenses
(if he or she) has been in the U.S. for less than 12 months)
- Completes the correct U.S. income tax form - either Form 1040NR
or Form 1040NR-EZ
- Prepares any additional statements or attachments, as applicable
- Form 2106, Form 8843, Schedule C, and/or Scholarship/Fellowship
Grant Statement
- Prints the tax return and all additional attachments (please note,
the IRS does not allow nonresident aliens to file a tax return electronically)
- Provides detailed instructions about how, when and where to submit
the tax return, as well as information about the documents necessary
to attach and complete the tax return filing process

How
do foreign nationals access and use CINTAX?
Here's
How a CINTAX Group Use License Works . . .
- An
institution purchases a license to obtain access to CINTAX;
- The institution
selects the desired Access Option (see below);
- Based
upon the Access Option selected, the institution distributes Access Codes
to its foreign national population;
- The institution's foreign nationals simply log into CINTAX from any
web-accessed computer - anywhere in the world - enter
the assigned Access Code, and begin completing his or her U.S. tax
return!
It's as simple as that! And if the institution
uses our companion software system GLACIER, it's even
easier - foreign nationals may access CINTAX through GLACIER and
use data previously entered in GLACIER - thus eliminating
the need to enter the same information twice!
Here's How a CINTAX Individual Use
License Works . . .

The foreign national individual purchases a license to obtain access to
CINTAX;

The foreign national individual receives an Access Code and instructions
from the CINTAX Support Center on how to access CINTAX;

The foreign national individual simply logs into CINTAX from any
web-accessed computer - anywhere in the world - enters the assigned
Access Code, and begins completing his or her U.S. tax return!

How
is CINTAX priced?
Group Use Licenses
The cost of CINTAX is based on the number of Individual Records
an institution needs. You decide how many foreign nationals at your institution
you believe will use CINTAX (you may want to look to your Open
Doors Data Report for an idea of the total foreign national enrollment). Each
foreign national who accesses CINTAX creates an Individual Record. We
offer CINTAX in six License Sizes:
- Mini - for institutions with fewer than 50 foreign nationals
- $325 ;
- Small - for institutions with 50 to 199 foreign nationals
- $645;
- Medium - for institutions with 200 to 499 foreign
nationals - $925;
- Large - for institutions with 500 to 999 foreign
nationals - $1375;
- Extra-Large - for institutions with 1000 to 1999
foreign nationals - $1575; and
- Jumbo - for institutions with 2000 to 4999 foreign
nationals - $1925.
The prices shown above are valid for orders
placed and paid in full on or before November 30, 2007. For orders placed
and/or paid after November 30, 2007, each license fee increases by $200.
An
institution may choose to charge the foreign national a fee to offset
the cost of the License; however, the institution may not profit
from the use of CINTAX.
Individual Use Licenses
The cost of an Individual Use license is $39 and allows a foreign
national individual to complete his or her Form 1040NR or 1040NR-EZ,
along with Form 8843 and Form W-7 for himself/herself and any dependents
(if applicable).

What
are the Access Options for CINTAX?
Group Use Licenses
An institution may choose to access CINTAX using one
of the following Access Options:
-
Common Access Code - Arctic International LLC will assign
to the Client Institution one Common Access Code to be used by all
individuals at the Client Institution, along with instructions of
how to access and use CINTAX. The Client Institution is responsible
for taking any reasonable measures to ensure this Common Access Code
is ONLY made available to individuals with whom the specific campus
of the Client Institution has a direct relationship (e.g., students
and employees of that particular campus).
By selecting this option, the Client Institution understands and
agrees that when an individual accesses CINTAX using the Common
Access Code, CINTAX will create an Individual Record. The number
of Individual Records available to the Client Institution is limited
to the maximum allowed under the selected License Agreement. Please
be advised that if the Common Access Code is distributed outside the
Client Institution, unauthorized individuals may inappropriately access
CINTAX to create an Individual Record, thereby reducing the
remaining number of available Individual Records.

Individual Access Codes - Arctic International LLC will provide
the allocated number of unique Individual Access Codes to the Client
Institution Administrator (based on the Client Institution's number
of Individual Records allowed under its License Agreement), along
with instructions of how to access and use CINTAX. The Client
Administrator may choose to download the Client Institution's assigned
Individual Access Codes into a spreadsheet and assign them to the
individuals as the Client Administrator sees fit. For example, the
Client Administrator may wish to have the individual schedule an appointment
with him/her and assign the Individual Access Code to the individual
at that time. Alternatively, the Client Institution Administrator
may enter each individual's email address into a CINTAX screen
containing the Client Institution's assigned Individual Access Codes
(maximum of 10 Access Codes per screen). CINTAX will then send
an email to the individual with their assigned Access Code and instructions
of how to access and use CINTAX.
When an individual uses the Individual Access Code to access CINTAX,
an Individual Record will be created. The Administrator may choose
to send automatic email reminders to individuals who have not yet
accessed CINTAX or who have not completed a tax return (if
an email address was entered at the time of Individual Access Code
assignment); however, the Client Institution Administration may not
view or otherwise access the individual's tax return. As set forth
in the License Agreement, the Client Institution is responsible for
ensuring that only individuals with whom the specific campus of the
Client Institution has a direct relationship (e.g., students and employees
of that particular campus) will be entered into the Client Database.
The Individual Access Code Access Option allows the Client Institution
to charge a fee for access to CINTAX; however, the Client Institution
may not profit from the fees charged for such access.

GLACIER - For clients who use GLACIER, Arctic International
LLC will allow access to CINTAX via GLACIER for all
individuals who have Individual Records in the current or previous
year's GLACIER Client Database. Under this option, individuals
will log into GLACIER with their GLACIER user name and
Access Code and one of the options available to them is "I am
ready to complete my tax return". Choosing this option will allow
the individual to automatically access CINTAX.
For individuals who do not have access to the current GLACIER
Client Database (e.g., individuals employed at the Client Institution
during previous calendar year but whose records are not in the current
GLACIER Client Database because they are not employed during
the current year), additional Individual Access Codes will be provided
so that these individuals may access CINTAX directly.

GATEWAY -(previously called "Portal") Arctic International
LLC will allow access to CINTAX via a secure gateway on the
Client Institution's website/intranet. The Client Institution agrees
that access to the gateway on its website will be restricted to only
individuals with whom the specific campus of the Client Institution
has a direct relationship (e.g., students and employees of that particular
campus).
