Donna E. Kepley

Ms. Kepley is the President of Arctic International LLC, an international tax consulting firm. Prior to forming Arctic, she was the Director of the International Tax & Legal Centre in KPMG's International Headquarters in Amsterdam, The Netherlands. Before accepting her international assignment, Ms. Kepley served as KPMG's National Director of Nonresident Alien Tax Compliance. Ms. Kepley began her professional practice as the Director of Tax Compliance Programs at Baker & McKenzie, an international law firm.

Ms. Kepley is the author of several books on the topic of nonresident alien tax issues and is a frequent speaker at national conferences on the issue of nonresident alien tax compliance. She focuses primarily on nonresident alien tax issues and works primarily with colleges, universities, and other non-profit and corporate entities to develop and maintain tax compliance programs, establish policies and procedures, conduct training programs, and review/design payment software systems.

Anne-Marie Theophile Burns

Ms. Theophile Burns is the Director, Tax Compliance with Arctic International LLC. She has primary responsibility for controversy resolution issues and works with many clients to assist in their nonresident alien tax compliance audits and reviews. She has extensive knowledge in determining past tax liability and identifying nonresident alien target populations. Prior to joining Arctic, she was a Senior Manager in KPMG LLP's Southwest Exempt Organizations Tax Practice. She has worked with many not-for-profit institutions to provide guidance on tax issues primarily focusing on nonresident alien tax compliance. Ms. Theophile Burns is a frequent presenter at regional and national conferences on tax issues affecting the higher educational community, specifically nonresident alien tax compliance issues. Ms. Theophile Burns is a licensed CPA.

Sara M. Mercer

Ms. Mercer is the Director, Tax Consulting, with Arctic International LLC. Her primary responsibility is to provide research support to clients in the area of nonresident alien tax compliance. Prior to joining Arctic, she spent over twelve years as a Senior Manager in KPMG LLP's Development and Exempt Organization’s Practice, working solely with tax-exempt organizations in the areas of tax compliance and consulting. Ms. Mercer has also has worked at two universities in the financial accounting services departments, focusing on financial reporting and higher education tax issues. Ms. Mercer is a licensed CPA and attorney.

Eleanor Pelta

Ms. Eleanor Pelta is the Managing Director, Morgan Lewis Resources at Morgan, Lewis & Bockius, LLP. She advises clients on international transfer of business and scientific personnel. Ms. Pelta also develops and performs nationwide Form I-9 compliance training for human resources personnel, counsels employers on compliance with immigration and Department of Labor record keeping requirements, and assists employers with government audits. She is a frequent speaker on a variety of immigration issues including, "Immigration Basics for Payroll Managers."

What Materials Will I Need?

Nonresident Alien Tax Compliance: A Guide for Institutions Making Payments to Foreign Students, Scholars, Employees, and Other International Visitors - Volume One, 2024 edition, authored by Donna Kepley serves as the Comprehensive Course and Intermediate Course Tax WEBshops' primary text.

All Comprehensive and Intermediate Course WEBshop participants are required to have the WEBshop text, Nonresident Alien Tax Compliance: Volume One - (2024) edition; the book may be purchased prior to the WEBshop start date; please remember that this book is shipped so allow time for receipt prior to WEBshop start dates.

All other materials will be made available to WEBshop participants electronically via secure login to their Arctic Client Portal Profile. Materials will be available approximately three days prior to the Class start date and will remain available online for 30 days after the Class start date. Participants should download and/or print materials prior to the Class start time.

What is the right level of instruction for me?

All of the ARC Training Workshops and WEBshops are coded to identify our instruction level:

B - Basic Level : Generally for those with zero to two years of experience in this topic
I - Intermediate Level : Generally for those with more than two years of experience in this topic
U - Update : Generally for those with more than two years of experience in this topic who need an Update of the recent issues
A - Advanced Level : Generally for those with four or more years of experience in this topic
O – Overview : A Focused overview to supplement any Basic, Intermediate or Update Workshop or WEBshop

Can I participate in multiple WEBshops?

At Arctic International LLC, we want to empower our clients to better understand the complex issue of nonresident alien tax so that they may more efficiently manage their institution's process for making payments to foreign nationals. We strongly encourage our clients to attend On-Site Workshops; however, we understand that budget issues and time out of the office may not accommodate such training. Our WEBshop courses are designed to complement one another on a variety of topics.

We also believe that being in compliance takes more than one well-trained person! The "Nonresident Alien Tax Specialist" must not only have a back-up, but must have the cooperation and understanding of many others at the institution, including those in Payroll, Accounts Payable, Student Accounting, Human Resources, Controller's Offices, General Counsel, Grants and Contracts, International Student and Scholar Office - and just about anyone else who might be interested in the topic. As such, we encourage institutions not to sign up ONE individual, but to sign up MANY individuals - and we offer significantly discounted pricing to do so.
